You will see a switch which is used to enable or disable the iCloud Music Library. Toggle the switch to enable the iCloud Music Library.

Apple Music is a great streaming service that allows users to save and download music and videos to a personal library. However, if you’ve signed out of your iTunes/App Store account or are setting up a new device, iCloud Music Library isn’t turned on by default.

- Open Settings
- Swipe down to Music
- Tap the toggle next to iCloud Music Libary to recover your Apple Music Library
- It make take some time for your library to repopulate in the Music app
Here’s how the process looks:
Mac
- Open iTunes
- Click iTunes in the top left corner, then select Preferences…
- Under the General tab, check the box next to iCloud Music Library
- It make take some time for your library to show up in iTunes again

Apple used to refer to a feature they called iTunes in the Cloud which shows all of your unhidden past purchases when you are signed into your Apple ID with cloud links to stream or download any which are not in your library.
iCloud Music Library is a feature of the iTunes Match and Apple Music subscription services. The first captures your ripped music that isn't from Apple and treats it in much the same way as iTunes in the Cloud, allowing you to stream or download items to other computers or devices that are signed into your Apple ID. The second adds in access to nearly everything in the iTunes Store, again letting you stream or download on demand.
